Possibility to apply to the BelCCI for confirmation of the authenticity of documents used in international economic circulation

The right of the BelCCI to confirm the authenticity of documents used in international economic circulation (hereinafter - Authenticity Confirmation) is established by paragraph 3 of Article 20 of Law of the Republic of Belarus No. 208-З of June 16, 2003 "On the Chamber of Commerce and Industry"..

Confirmation of the authenticity by the BelCCI is carried out in accordance with the Regulations on the procedure for confirming the authenticity of documents used in international economic circulation, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 1652 of November 30, 2007.

Confirmation of authenticity consists in establishing and certifying the authenticity of signatures on documents, the role/function of the person signing the document, the authenticity of the seal or stamp that sealed these documents.

The BelCCI in this case doesn’t confirm the correctness of the documents content, just their authenticity.

The BelCCI has the right to confirm the authenticity of documents drawn up in the territory of the Republic of Belarus by legal entities, including their branches and representative offices, by individual entrepreneurs, and documents intended for use in international economic circulation, namely:

  • foreign trade agreements;
  • accounts (invoices);
  • phytosanitary, veterinary and hygienic certificates;
  • packing lists;
  • letters;
  • manufacturer's declarations;
  • powers of attorney for the right to perform actions abroad;
  • others.

The BelCCI does not confirm the authenticity of official documents issued by state bodies and organizations of the Republic of Belarus intended for use abroad, the authentication of which is done by consular legalization or affixing an apostille, in particular:

  • documents from the prosecutor's office, court clerk or bailiff;
  • documents from educational institutions;
  • documents that come from the subordinate state archives;
  • administrative documents;
  • notarial acts.

The procedure for applying to the BelCCI for authenticity confirmation

To start the authentication procedure, the applicant applies to the BelCCI with a written application signed by the head or an authorized person, which should contain the following information:

  • a request to confirm the authenticity of the documents indicating their name and quantity;
  • last name, first name, patronymic, email and phone number of the person in charge.

The procedure for the confirmation by the BelCCI of the authenticity of documents to be used in international economic circulation

For the BelCCI to confirm the authenticity, the applicant has to submit:

  • original documents, the authenticity of which must be confirmed;
  • copies of the document confirming payment for the BelCCI services for authentication.

The cost of the BelCCI services to confirm the authenticity of one document (payment is made on the basis of the invoice issued by the BelCCI) is:

  • 12 rubles 00 kopecks, including 20% VAT in the amount of 2 rubles 00 kopecks - for an applicant who is a BelCCI member;
  • 24 rubles 00 kopecks, including 20% VAT in the amount of 4 rubles 00 kopecks - for the applicant, who is not a BelCCI member.
